SOUTH SUDAN HUMANITARIAN SECURITY REPORT #253
PERIOD COVERING FROM 31 October 07 (1600 HRS) TO 01 November 07 (1600 HRS)

All of South Sudan is UN Security Phase-III.
MOSS and MORSS compliance are mandatory for all staff of the UN
Agencies, Programs, Funds and DPKO.

No Changes in Last 24 Hours.

Juba Security Advisory:

1. The current 2359 - 0500 hours movement restriction for all staff
in Juba was reviewed by the DDO in consultation with the South Sudan SMT
and it was decided in the interests of staff safety and security that the
restriction would, until further notice, be maintained as a precautionary
measure. Heads of UN Agencies, Programmes, Funds, Sections and INGO's
holding LOU's have undertaken to enforce the above restriction to assist
with compliance. All stakeholders are encouraged to seriously consider the
above restriction when planning work and or social events in Juba.

2. Staff should, where practical, avoid areas in Juba during
evening hours which have host government or other armed people securing
buildings and installations. Such as ministerial and senior officers /
officials accommodation, particularly in the Juba “first class area” near
the UNDP accommodation/ office and OCHA office. Staff when driving close to
these locations should use main roads only. This is to assist in preventing
further incidents of staff being stopped at such locations/ checkpoints.
Staff involved in such incidents should comply with the correct procedures
described in the “Basic / Advanced security in the field” CD ROM and the
security training workshop.

RECENT CHANGES.

The AT land mine found on Magwe- Parajok road was cleared by UNMAS. The
road is now “GO” however, all staff are advised to pay attention to
migrating land mines because of the rain.

1. JUBA has been reduced to security level 1 “Stable” effective 04 Oct.
07.
2. Bor, Jonglei state, has been reduced to security level 2 “Permissive”
effective 04 Oct. 07
3. Lankien, Jonglie State, was reduced to security level 2 effective 2
October 07, after a security assessment by UN security.
4. PHOM EL ZARAF in Jonglei was reassessed by UN security and reduced to
security level 2 permissive, effective 22 September 07.
5. Thiet (Warrab) has been reduced to Security level 2 effective 1800
hrs on 12 Sep 07 in view of improved situation in overall.
6. Given concerns pertaining to insecurity resulting from inter-tribal
tension and OAG presence in the area, Road Juba Bridge (Jada) –
Mongala – Gemeiza – Malek and the road Torit – Lafon - Mongala will
still be at Level 3, clearance for movement granted exceptionally and
armed escort required.
7. Road stretch between Jebel Takaninyan - Alimorok Junction (South of
Kapoeta enroute to Chukudum) remains at UN Security Level 3 in view
of the inter-tribal situation in the area, armed escorts required.
Note that in addition to normal clearance, clearance must also be
sought through ASC Kapoeta who will consult with local authorities in
regard to the situation in the affected area.

URGENT SECURITY ADVISORIES / INFORMATION.

1. JUBA: Situation in Juba remains stable. However, militia to the
East of Juba and violent criminals inside Juba remain a threat to staff
and operations. Staff are reminded that movement to the East and South
of Juba can be conducted only with armed escort. The UN curfew between
midnight and 0500 hrs must be observed by all UN staff . All UN Staff to
be at their residences by 2330hrs. Only drivers are to be on the road
between 2330hrs and midnight after dropping off the rest of the staff
and while enroute to their residences.

2. JUBA Accommodation Situation and Security Considerations. The
only recognized secure accommodations for UN Agencies, Programmes, Funds
and DPKO civilian staff in Juba are as follows: UNDP Compounds 1 and 2,
UN guest houses, Afex (OCHA) Camp, Eric De Mul Village, MORSS compliant
private residences, and other locations approved by UNDSS. Given
shortages and the problematic nature of some commercial camps and hotels
that in cases continue to be used for overflow purposes, the DDO on
advice of the SMT recently has directed that it is the responsibility of
the forwarding agency, organization or section, and not the individual
to ensure that any staff member ravelling to Juba on mission has
obtained secure accommodation before ravelling. In the event that
secure accommodation in not available, the staff member(s) should not
travel to Juba. UNMIS in particular are establishing more accommodation
infrastructure but this is only expected to clear existing waiting lists
by the end of March 2007.

3. LRA. Given renewal of the cessation of hostilities agreement
now in force between the LRA and UPDF, continuing assurances from the
senior LRA leadership with regard to the security of humanitarian space,
decrease in related LRA activity and after careful review and
consultation, the DDO has approved that all remaining routes in Western
Equatoria currently set at Level 3 with mandatory Armed Escorts
Requirement be reverted to Level 2, permissive for humanitarian and
developmental operations and not requiring escorts with immediate
effect. SMT also approved reversion of Ezo (WEQ) from Level 3 to Level
2 for similar reasons. However, given potential command and control
issues within the LRA, the implications of the movement of LRA out of
the east to conform to the western assembly area and presence of OAG’s
to the east of the Nile it was decided that present restrictions in
place on the Eastern bank of Nile remain extant and will be reviewed
subsequent to assembly in the West or as required by the DDO on advice
of the SMT. Full adherence to CSMOSS and mandatory armed escort on level
3 roads by all UN Staff and partners advised.

4. UNDSS. There is to be increased monitoring and security visits
undertaken in regard to the following locations to further appreciate
the currently unfolding situation and to validate or to recommend
modifications to the current posture as required; Yambio, Kajo Keji,
Yei, Magwe, Parajok, Labone and Nimule.

5. All are reminded of the need for safe driving, adhering to speed
limits, and taking note of increasing traffic in South Sudan, more so in
the urban areas.
