South Sudan NGOs inhibit development through expertrates.

Most of south Sudanese are getting discouraged by the way their government has sat back watching her citizens being mistreated by the so-called "Expatriates."
The Sudanese do all the work that keeps up all these Organizations in their operation but to be remarked upon that the Sudanese are not qualified to run their own affairs. This statement has been inherited from the Arabs and if we do not rid ourselves of it will flow back to our enemy and it will be the song of the day when we claim for our Independence.
I wonder how people would want us to be 'qualified.’ The same World Universities that we go to are where these Quakes also go to. We were even beating these colleagues that are being imposed on us just today. I cannot tolerate this abuse of our professionalism, some people have found our blood so sweet that they suck it like leeches leaving us with nothing – blood lost for self Determination from the Imperialists.

I would also like to ask if our Government is not interested in the Taxes and other ways of raising money, I know of income taxes which is the Major Tax base for the Government. The higher you earn, they higher you pay to the Government. It is our Duty to keep up our Government in terms of this revenue. It's become disgusting if all the High paying Jobs are given to the Foreigners who do not know the needs of our people, whose aim is to wait for the months to end so that they amass this wealth from us.
Why do we watch while the country is being looted by people who do not serve our people? I know of an organization where the So-called Expatriates have pasted themselves with All sorts of allowances called 'Hardship allowances' on top of big Salaries which is three times the salaries paid to the Sudanese counterparts who do all the works while these people sit down looking at the computer screens, faking Reports of what they have not done throughout the months.
I do not know how long it takes to write these reports if the work has been actually been done. I also wonder why people who have been hired to do equal jobs are paid differently, so long as they do the same job regardless of Nationalities; they should be paid equally.
I have often heard people complain that western countries repatriate all the money loaned to Third World countries by sending their expatriates to come and watch over how the money is being spent and then get the big salaries. My question here is what have Kenyans who kept our Refugees suffering stealing what belongs to them donated to us as a south Sudan that they are cheating us like this while we are watching?
How many South Sudanese are idle with no jobs here yet their rightful positions are being occupied by the Wrong people who not only do the right Jobs but steal on top? The Followings Questions Deserve to be asked by our Fellow Sudanese who might be in the same Battle like me:-
1- Why is our Government so Occupied with corruption in the public sector leaving the NGO sector where corruption is ripe too?
2- What are we paying back to the so called Kenyans expatriates that they are left cheating our people while we watch?
3- Who mandated the Kenyans to be singing this song that the South Sudanese are not yet Qualified to run on their own? Is it meant to lull us to sleep while they carry away what is meant to benefit our people?
Where is the Benefit that we are getting from all the cheats they are doing on our soil? Is it not better to give the Sudanese the Money to study with than giving it to the Kenyans who do not do the Jobs, get big salaries and again send the money to Kenya? When are we going to Develop?
4- Are we too inferior that we can not face blunders Kenyans are causing on our Soil? There are so many Economics policies that can be put in place to expel these people or reduce their Numbers, the Educated South Sudanese now are ten times more than the Kenyans who were educated at their time of Independence yet they did not call any Nation to come and bring them far than they have come now.

It becomes Disturbing to me if we have resigned to the Subjugation of the Foreigner like this yet we have some Solutions and Economists at our Disposal which can be put to use to aid us out of the problems. These include the following:-
1- Watching over the recruitment of the Organizations to be focused on the Sudanese .
2- focusing on the payment between the Nationals and the Expatriates on how the pays are administered. It should not be left to NGOS alone- the government should oversee the transparency of this process.
3- Putting in place the Economic policies that will deter the Intruders from making our country their land such as taxing them highly on the income they Get from here.
I do not know what is so good about Kenyans. Who does not know here in Africa and the world over the Corruption that's ripe in Kenya? I wonder whether Kenyans have Bewitched us- Contractors, Employees, and consultants in the South are Kenyans, no wonder that is why Our systems are not working, they want us to be stagnant so that they remain to Benefit from Us.
Are we not the Sudanese whom Kenyans have often harassed in their Country? Why can we put in place competition if we have agreed that we are not Qualified by hiring consultants from Other countries like South Africa other than this Kenya which has been in Sudan for the last twenty years misappropriating resources in this land?
4- Asking all NGOS working for South Sudan to move their Head Offices to Juba other than in Nairobi, this should be done by quickening the land bills so that they either lease, rent or even buy land. Here we have been cheated in many Fronts; Our media houses are not benefiting from the Adverts, our people do not get the information because they advertised on Kenyans papers.
5- Keeping in Control migration to our Country so that it does not become any body's land, it has owners.
Who among us south Sudanese who have been in Kenya have not been through the experience of the Kitu Kidoko- 'something small' saga that would swindle all the little money you could have only to be returned if you could not afford the last police post.
It is prudent to keep check at our borders and even deny some people entry to our land- it is a right that we should also be proud of. We should learn from how others protect their rights - look at The Area Code of Uganda we borrowed for a while, how heavily we paid taxes for it and the noise the Ugandan made in regards to that.
6- Checking what types of Positions are occupied by Nationals in all the Organizations- all employees of Some NGOS are Foreigners and they do this without remorse- Employment is one of the ways through which the Government makes itself acceptable to the people by creating Jobs for the Citizens.

I hope some of these Suggestions will serve as change of Status Quo to the recruitment process in the NGOS sector which is supposed to benefit our People in terms of both Employment and direct Delivery of services which is not happening and I do not see why Our Government can not put it to Check because:-
1- Every time Donors return Money which is meant for our People Because the Project is not implemented because the so-called Expatriates just sit in the self created Offices doing nothing not meeting the Deadline the Donors set.
2-the So called Expatriates do not know what our people need their interest is money yet our people yearn in Suffering to get the service and they are being given what is not a priority to them.
3-the Human envy is what I have also seen, other Expatriates say, why all these good things for the Sudanese after all it will make them better to serve themselves letting us go hence loose our bread, so sabotage is here ripe. I do not see some one who will ever open the eye of a blind man whom he devours while sharing the little bread..


Please regulate our systems. It would be wise of if the Government will be the one to call the people it needs from Out than any self proclaimed Experts whose Qualification is in doubt. In that way we shall always know what we want and in what Quantity and quality. If not these people will cheat us up to the last minute when we may wake up.
My advice to our fellow southerners is, this is an aggression and some of us lean towards these people unknowingly. Please assure any cheat in your Organization where you are at the lower Cadres that the posts belong to you. Do not let yourselves be used to meet the objectives of some unscrupulous people who came here to make money at the expense of our people.
